At least $67,025 in Medicaid payments were made in Bisbee in 2024 for services billed using HCPCS codes specifically tied to COVID-19, data from the U.S. Department of Health and Human Services Medicaid Provider Spending database show.

Medicaid is a government health insurance program managed by states and funded through both federal and state contributions. The program covers low-income residents, families, seniors, children, and people with disabilities, making it a major component of the U.S. health care landscape.

Because taxpayer dollars support Medicaid payments, shifts in local billing help illustrate how community-based public health dollars are spent.

For this report, services related to COVID-19 were identified based on HCPCS codes classified or identified as “COVID-19” or “coronavirus” in billing notes or code listings. Therefore, these figures include only those services labeled as COVID-related; care for the pandemic billed under broader or alternative codes is not included.

Phoenix registered the state’s largest Medicaid payment total linked to COVID-19 care in 2024, with $1,490,830 in such claims.

Two providers in Bisbee billed Medicaid for COVID-19–related services in 2024. The code COVID Specific was among the most billed, accounting for $67,025.

Bisbee’s average Medicaid payment per provider for COVID-19–related claims was $33,512, surpassing the state average of $17,776.

Between 2020 and 2024, total Medicaid payments for all other claim types in Bisbee rose by $2,343,778, marking a 43.5% gain.

Centers for Medicare & Medicaid Services data indicate total federal and state Medicaid spending reached about $871.7 billion in fiscal year 2023, or around 18% of overall national health expenditures. This is up from roughly $613.5 billion in 2019, ahead of the COVID-19 pandemic.

This rise equates to close to 40% growth in a few years, largely due to more enrollees and increased service use during and following the pandemic.

Budget legislation passed during the Trump administration brought significant proposals to decrease federal Medicaid funding and alter program design. The “One Big Beautiful Bill Act,” signed into law in 2025, is expected to cut federal Medicaid spending by more than $1 trillion over 10 years, while introducing measures such as work requirements and greater cost-sharing, which could decrease both coverage and funding for certain recipients. These adjustments are likely to transfer more costs to states and slow the growth of federal support, as Medicaid continues to assist millions of Americans.
