Cochise County reminds businesses of changes in jail district excise tax collection

Cochise County has reminded local businesses to verify their current transaction privilege tax (TPT) rates by checking the Arizona Department of Revenue’s website at https://azdor.gov/. The county emphasized that each business collecting TPT is responsible for keeping its point-of-sale and tax-rate settings up to date.

On June 3, 2025, the Cochise County Jail District Board adopted Resolution No. 25-02, which ended the collection of the Cochise County Jail District excise tax and lowered the combined state-and-county rate. However, the county has received reports indicating some businesses may not have updated their systems since this change. Businesses are urged to review their current tax settings and ensure they match those published by ADOR for their specific classification and location.

Following voter approval in the November 4, 2025 election, the Cochise County Jail District Board adopted Resolution No. 25-04 on December 16, 2025. This resolution reinstates the Jail District excise tax to be collected by ADOR starting July 1, 2026.

The county noted it is not responsible for providing guidance about TPT rate configuration or related issues. “Because TPT is administered by ADOR, the County is not the appropriate agency to provide guidance to businesses about rate configuration, reporting, amended returns, or customer refunds. Businesses with questions should contact Arizona Department of Revenue directly and consult ADOR’s published rate resources.”

While these changes affect local business operations and revenue collection procedures, recent education data from Cochise County show persistent challenges in student performance. In the most recent school year, only about a quarter of high school students passed the mathematics section of the ACT assessment (https://www.azed.gov/), and fewer than three in ten students in grades three through eight passed math on state assessments (https://www.azed.gov/). English proficiency results were similarly low across grade levels according to state education data (https://www.azed.gov/).
