Fire at Cochise County Jail prompts renewed calls for facility upgrades

A fire occurred at the Cochise County Sheriff’s Office Detention Facility in Bisbee, Arizona, on October 17, 2025, due to a malfunctioning electric door motor in one of the facility’s loading areas. The incident, which was reported at approximately 9:19 am, resulted in toxic smoke spreading through the loading area and into a hallway near the kitchen.

Detention staff and the Bisbee Fire Department responded by following emergency procedures to ensure the safety of inmates and personnel. The facility was placed on lockdown while safety checks were conducted. The damage was limited to the affected door system and its immediate surroundings.

Initially, three kitchen workers, two inmates, and one detention officer were reported injured or suffering from smoke inhalation and minor injuries. Since then, six additional detention staff have experienced effects from the toxic smoke and are being evaluated for any serious health issues.

An initial assessment by maintenance personnel and fire investigators concluded that an electrical malfunction in the door motor mechanism caused the fire. Repairs are ongoing, and access to the affected area is restricted until all safety inspections are finished.

The Sheriff’s Office has cited ongoing maintenance challenges in the facility, which was built in 1985. They have emphasized the need for modernization and long-term investment to address critical deficiencies and maintain safety standards. Sheriff Dannels said, “Our detention staff responded quickly and professionally to prevent what could have been a much more serious situation. Their actions reflect the training and commitment we expect in emergency circumstances. That said, the deplorable conditions at a forty-year-old facility that for years we have been applying band-aids to challenges that require surgery. Maintenance isn’t modernization and we are well past the point where temporary repairs can meet permanent needs. Real safety requires real solutions, and we look forward to the solution soon!”

Commander Kenny Bradshaw added, “This incident underscores the urgent need to address the aging systems within our jail, and we are working with County officials to find viable solutions that ensure safety for our inmates, staff, and the community.”

While the jail faces ongoing infrastructure issues, education in Cochise County has also shown persistent challenges. In the 2022-23 school year, 70% of students in grades 3 through 8 did not pass the mathematics section of the AASA exam according to data from the Arizona Department of Education (https://www.azed.gov/). Similarly, 76% of high school students did not pass the mathematics section of the ACT (https://www.azed.gov/). English proficiency rates were also low, with 62.4% of students in grades 3 through 8 failing the English section of the AASA and 65% of high schoolers failing the English section of the ACT (https://www.azed.gov/).

Recent results from the 2023-24 school year show some improvement: 27% of high schoolers passed the mathematics section of the ACT (https://www.azed.gov/) and 28.5% of students in grades 3 through 8 passed the mathematics section of the AASA (https://www.azed.gov/).

The Sheriff’s Office remains focused on safety and security within the jail as it seeks long-term solutions for facility modernization.
