House passes Ciscomani’s VETS Opportunity Act expanding GI Bill access

The U.S. House of Representatives has passed the VETS Opportunity Act of 2025 (H.R. 1458), a bill introduced by Congressman Juan Ciscomani, aimed at modernizing the GI Bill and broadening educational opportunities for veterans, National Guardsmen, and Reservists. The legislation now moves to the Senate for further consideration.

“I am honored to represent nearly 80,000 veterans in Southern Arizona,” said Rep. Ciscomani. “I know firsthand when service members transition to civilian life, they bring discipline, leadership, and a strong work ethic. Too often, the system limits how they can use the benefits they earned. The VETS Opportunity Act changes that by modernizing the GI Bill and expanding access to high-quality certificates and technical training programs, possibly offered in a hybrid format, that lead directly to good-paying jobs in high-demand fields.”

Currently serving as the representative for Arizona’s 6th district since 2023 after replacing Ann Kirkpatrick, Ciscomani has focused on issues affecting veterans throughout his tenure in Congress. He is one of several lawmakers with a background rooted in Southern Arizona; he was born in Hermosillo, Mexico in 1982 and currently lives in Tucson.

Many veterans face challenges accessing flexible education pathways that lead to careers with strong earning potential. The VETS Opportunity Act seeks to address these barriers by expanding GI Bill eligibility for accredited certificate programs and correcting inequities that impact active-duty service members as well as Guardsmen and Reservists.

This bill marks Ciscomani’s fourth veterans-focused measure to pass the House during this session of Congress. Among its provisions is creating parity for National Guard and Reserve student veterans who are called up during a semester—allowing them to receive grades like their active-duty counterparts so they do not have to repeat coursework already completed. Additionally, it permits reimbursement of the $1,200 GI Bill contribution for active-duty service members who use their final months of eligibility while still serving.

Ciscomani highlighted how this legislation would help address workforce shortages by giving veterans more control over their educational paths: “Not every veteran wants or needs a traditional four-year degree,” he said. “Many want fast, skills-based training that connects them to careers in the trades, health care, technology, and other critical fields. This bill recognizes reality and gives veterans the flexibility to choose the path that works best for them and their families. This legislation empowers our nation’s veterans, strengthens our workforce, and honors the promise this country made to those who served. By strengthening education benefits, we empower veterans, build a stronger workforce, and drive a stronger economy.”

Ciscomani has represented Arizona’s 6th District since defeating Kirsten Engel in both the 2022 (50.7%–49.2%) and 2024 (50%–47.5%) general elections.
