City of Douglas Utilizes Entitlement Funding to Enhance Walkability

City of Douglas has been receiving Community Development Block Grant (CDBG) entitlement funding since 2014 and has funded various infrastructure and community facility projects throughout the years. CDBG funds are allocated annually and must be used in low to mid-income areas in the city.   The uses of CDBG funds must meet one of HUD’s three objectives:

  1. Provide decent housing (rehabilitation, ownership assistance, senior housing)
  2. Provide a suitable living environment (streets, parks, sewers, community center)
  3. Provide expanded economic opportunity (job training, childcare)
This year, entitlement funds have been used to satisfy HUD’s objective to provide a suitable living environment by improving walkability throughout the city.   The funds made it possible for two projects to be completed that accommodate pedestrian safety and mobility. First, improvements were made to the curbing, guttering, and sidewalks on 1st and 2nd Streets between H Avenue and north E Avenue. These improvements provide much-needed infrastructure to the area.

Second, a sidewalk was added to the south side of 15th Street between Florida Avenue and San Antonio Avenue as well as sidewalk and curbing on Florida Avenue, south of 15th Street to the alley. The addition of the sidewalk along 15th Street will accommodate pedestrians and provide a safe path for students walking to and from school.

The projects were completed by the hardworking City of Douglas Public Works staff with the assistance of Arizona Department of Corrections inmate work crews.
