Shooting investigation leads to two arrests for drug and weapon charges

Sierra Vista Police Department issued the following announcement on July 15.

The Sierra Vista Police Department arrested two California men on drug and weapon charges on Wednesday, resulting from the investigation into a Tuesday shooting outside a local Filiberto’s restaurant that left two people dead.

As reported in a previous press release, SVPD arrested 21-year-old Sierra Vista resident Devon Neff on two charges of second-degree murder following the shooting on Tuesday, July 13. SVPD’s investigation indicates that an altercation that led to the shooting appears to be tied to a debt owed on illegal drug sales.

Video of the shooting incident obtained by SVPD shows a Chrysler 300 pull up next to a Dodge Challenger in the parking lot of Filiberto’s. One of the two shooting victims, 25-year-old Sierra Vista resident Landon Klein, can be seen exiting the Chrysler 300 and walking to the driver’s window of the Dodge Challenger.

After what appears to be a brief conversation between Klein and the driver of the Challenger, identified as Neff, Klein can be seen punching Neff several times before walking away. Neff then points a gun out of the driver’s side window and shoots Klein, who runs away.

Neff then exits his vehicle and walks to the rear of the Challenger as the passenger door of the Chrysler opens. Neff shoots the passenger, identified as 25-year-old Sierra Vista resident Honeylynne Garcia. Neff can then be seen crouching behind his own vehicle as he appears to manipulate his gun. He then stands up and shoots at Garcia three or four times. Neff then gets inside his vehicle and leaves the scene. Both Klein and Garcia died from the wounds they suffered in the shooting.

As has been released, a search warrant was served at Neff’s residence and several items related to illegal drug activity were seized. Based on information obtained in that search, a search warrant for Klein’s residence was obtained and a search was executed.

Numerous drugs and guns were seized in the search of Klein’s residence, which resulted in the arrests of 21-year-old Roger Garcia and 25-year-old DJ Garcia on Wednesday, July 14. Roger and DJ Garcia are from Salton City, California. They were both charged with possession of marijuana for sale, possession of dangerous drugs for sale, and four counts of misconduct with weapons.
